If I block the connection then I have to register again my license or to copy the backup file Program Options.dat. This behavior of the software is for me not acceptable - is there a way to stop this connections?

From the Options dialog set the "Web updates" -> "Check for updates" to Manual (this is the standard way to stop any program to connect to the home site)
Blocking it with a firewall is not a friendly method.
